Tesla Inc. has applied for a transportation charter-party carrier permit from the California Public Utilities Commission, according to documents reviewed by Bloomberg. The application, submitted late last year, indicates Tesla’s intent to launch a ride-hailing service in California, potentially competing with Uber Technologies Inc., Lyft Inc., and Waymo. Elon Musk has previously stated that Tesla plans to roll out driverless ride-hailing in Austin by June 2025 and aims to expand to California by the end of the year.

In its communications with California officials, Tesla discussed driver’s license information and drug-testing coordination, suggesting the company may initially use human drivers. Tesla is applying for the same permit type as Waymo, Alphabet Inc.’s robotaxi division. However, Tesla has not yet applied for a driverless testing or deployment permit from California’s Department of Motor Vehicles, according to a spokesperson. The company’s application with the California Public Utilities Commission remains pending.
Tesla’s move into ride-hailing comes as its traditional EV sales face challenges, with the company reporting its first annual sales decline in over a decade. Musk has emphasized the importance of autonomous driving and AI for Tesla’s future. The company unveiled a prototype of its driverless Cybercab in October 2024 and plans to use existing models like the Model 3 and Model Y for its initial ride-hailing service. Meanwhile, Uber is preparing to launch autonomous rides with Waymo in Austin and Atlanta in 2025.
